Marine Corps Community Services Initiative Operation StormBreaker Wins 2025 CSO Award

HQMC (MR) QUANTICO, VA – Marine Corps Community Services (MCCS) initiative, Operation StormBreaker (OSB), a mission-driven software delivery initiative accelerating secure deployment across the Department of Defense (DoD), is named a winner of the 2025 CSO Awards by Foundry. The award recognizes OSB’s transformative impact on digital readiness and its success in enabling faster, trusted authority to operate (ATO) decisions at the speed of mission.

“This recognition speaks to the incredible community behind StormBreaker—the engineers, integrators, and mission technologists building secure-by-design capabilities that can deploy at speed,” said Dave Raley, MCCS Business and Support Services (MR) Digital Program Manager and OSB spokesperson. “We’re honored that Foundry’s CSO has recognized our work to redefine what’s possible in secure delivery.”

“We built StormBreaker to address one of the hardest truths in defense delivery—mission needs move faster than legacy processes,” added Ed Cutshall, MR Chief Executive Officer and OSB Director. “This recognition from Foundry’s CSO affirms that with the right architecture, the right people, and shared trust, we can deliver secure software at the speed of relevance.”

OSB was recognized for enabling production-grade, secure mission software deployment with unprecedented velocity—compressing traditional years-long delivery timelines into repeatable, hours-long workflows. By integrating Zero Trust architectures, continuous authorization capabilities, and scalable frameworks, OSB directly advances the Defense Department’s software-first modernization goals outlined by the Secretary of Defense and DoD CIO.

Looking ahead, OSB will continue its momentum through expanded partnerships and coalition-building—culminating in a gathering of system integrators and delivery stakeholders this July to accelerate collaboration around secure, scalable software delivery across the DoD.
